POLICE in Lusaka have detained APNAC Secretary General Munir Zulu. Last week, Zulu alleged that Infrastructure, Housing and Urban Development Minister Charles Milupi and Finance and National Planning Minister Dr Situmbeko Musokotwane secretly appearing before the ACC and charged that they had each received US$250,000 bribes in relation to the Lusaka-Ndola dual carriageway project.
